This happened in this particular restaurant in Chinatown, Seattle. The rice used to be a complimentary item when you ordered, say, a set dinner consisting of not less than 8 dishes.
However, this time, the boss had deliberately levied US$11 on top of pre-determined tips.
So, caveat emptor.
